Leaders Come Together

ODHA's Leadership Retreat was held July 23rd at the Hilton Garden Inn, Polaris. The morning began with Rachel Henry, ODHA Treasurer, providing a very interactive presentation which outlined the various types of Social Media and how they are used. Retreat participants engaged in a lively question/answer session. ADHA Vice President, Denise Bowers, presented a new concept -the Consent Agenda- to retreat participants. She explained that every board meeting agenda contains at least a few items that do not need any discussion or debate. The consent agenda allows the board to approve these items without discussion or individual motions. This format is currently being used by the ADHA BOT. Orientations for Delegates and Trustees were conducted by Speaker of the House, Joyce Beathard-Lind and Administrative Assistant, Katie Camp. Councils worked through the afternoon preparing their Strategic Plan for 2012. Following the Leadership Retreat, O-HY-PAC hosted a fun reception with great food and a fun photo booth complete with props. It is always inspiring to see each ODHA component represented by exceptional leaders, such as trustees and delegates. More photos.

This year, Total Development Weekend had a special visitor, ADHA President Caryn Solie. We were privileged to
have Caryn join us the entire weekend and we kept her busy. In spite of the busy schedule, Caryn graciously
created opportunities to connect with dental hygienists on a personal level and made time for one of our
three Total Development Weekend “R’s”(Rest, Renewal and Realization), resting in the Jacuzzi Spa.

Implementation Of OHIO'S New Oral Health Access Supervision Program (OHASP)
Two NEW Ohio State Dental Board Rules are scheduled to take effect on March 25, 2011, thus, allowing implementation of
OHASP, newly established by recent passage of HB 190.
This new law increases access to quality oral health care and provides professional employment opportunities. A dentist
who qualifies for participation in the program may authorize a dental hygienist who qualifies for participation in the
program to provide dental hygiene services in certain facilities. Read an Overview of the Oral Health Access Supervision Program.

NITROUS OXIDE ADMINISTRATION BY RDH:
Effective 12/24/10, licensed dental hygienists may administer (initiate, adjust, monitor, and terminate) nitrous oxide minimal sedation
after completing a basic life-support training course certified by the American Heart Association, the American Red Cross, or the American
Safety and Health Institute. The hygienist must be currently certified in basic life-support when administering nitrous oxide minimal
sedation. In addition, the dental hygienist must have completed the education and examination requirements set forth in paragraph (A) or

ODHA PROVIDES TESTIMONY SUPPORTING DENTAL MEDICAID COVERAGE
|
Currently, the Ohio House of Representatives is considering the state's biennial budget and various cuts
and reductions to services and programs. Fortunately, one of the areas of the budget that was protected from devastating
cuts was the reimbursement for Adult Medicaid dental services. Although hygienists are not able to participate in
Medicaid reimbursement for these services, it is an important source of funding for services that will be provided
under the Oral Health Access Supervision Program. ODHA provided written testimony in support of Adult Medicaid
funding and also used the opportunity to promote oral disease prevention via water fluoridation and Ohio's newly
established Oral Health Access Supervision Program. Additionally, in the budget there is significant effort to
create coordinated care models and patient centered medical homes for patients. ODHA encouraged dental care to
be a part of the services provided and suggested that the 12 dental hygiene schools--already providing uncompensated
care--could be natural partners in the pursuit of these models.

“Dental Therapist” …an additional Ohio Dental Auxiliary Personnel?
November 17, 2010, the W.K. Kellogg Foundation announced that it will support efforts in five states—Kansas, New Mexico, Ohio, Vermont, and Washington—to pursue the dental therapist model. Dental Access Now is a statewide coalition working to bring quality dental care to every community. It is a project of UHCAN Ohio in partnership with Community Catalyst and funded by the W.K. Kellogg Foundation. The program’s goal is to increase access to underserved populations through the creation of a new dental team position: the dental therapist or DT. The DT would provide a community based approach to help alleviate the shortage of dental care in Ohio. The DT would endure a 6 week pre-course, 3,160 hours of training and hands on training under close supervision of a dentist that will allow them to treat at least 150 patients during a two year time period. Services that will be provided are basic restorative care, including fillings and uncomplicated extractions and preventive care, including coronal polishing above the gum line. The DTs will be subject to general supervision that requires that the dentist assume responsibility for the work of others but does not require the dentist to be physically present or available to the care site and may also use telemedicine to work in partnership with the dentist.

ODHA 2011 Position Statement on the Proposed Model of Dental Therapist in Ohio
Part of ODHA’s mission is to protect and improve the public’s oral health with quality oral health care delivered by a workforce
with standardized, accredited education and state licensure. However, the Kellogg Foundation recently announced it will seek
support, through Universal Health Care Action Network (UHCAN) Ohio and its program Dental Access Now, to create a new dental
team position in Ohio, the dental therapist.
Should the Ohio General Assembly determine additional manpower is needed to address the lack of accessible dental care for our
citizens, it is the position of the Ohio Dental Hygienists’ Association that expanding the scope of practice for licensed dental
hygienists would be the most efficient, expedient and fiscally responsible action toward achieving that goal.

ODHA Collaboration with the Ohio Department of Health
|
The Ohio Dental Safety Net Information Center (ODSNIC) is a comprehensive on-line portal to the tools and information necessary to start and maintain the operations and delivery of health care services in safety net dental clinics in Ohio. Their ohiodentalclinics.com site was developed with support from the Anthem Foundation of Ohio and is maintained with support from the Delta Dental Foundation of Michigan, Ohio, and Indiana. Currently, four distance learning curricula are available for the education and training of clinic staff. The curriculum on clinical care offers FREE continuing education credits to dentists and dental hygienists licensed in Ohio. (Complete course(s), now) Oral Health Care for Young Children

Ongoing Local Anesthesia courses in Ohio
|
Many courses have been approved by the Ohio State Dental Board to provide continuing education training to currently licensed dental hygienists. The schools in Ohio that have been approved for offering these ongoing programs are; Sinclair, The Ohio State University, Lakeland Community College, Cuyahoga Community College and Stark State College of Technology.
